Summary

Responsible for the direction of overall operations of water pumping systems, water storage systems and wastewater lift stations. Oversees the development and monitoring of programs and/or procedures to ensure regulatory compliance regarding water and sewer distribution and wastewater treatment systems. Also, responsible for the facilitation of planning, designing and construction of system capital improvement projects and providing oversight with heavy construction management.

Number of Direct and Indirect Reports (include titles): 1 - Water Quality Supervisor, 1- Capital Projects Administrator, and 4 - Personal Services Contract Quality Assurance Inspectors

Financial & Budget Responsibility: Department Budgets: Operating $55 million and Capital Improvement $35 million

Essential Duties and Responsibilities

  • Analyze and determine the processes and procedures necessary to properly facilitate and design Garland Water and Wastewater Utilities infrastructure and Capital Improvement Projects.

  • Perform analysis of and maintain the computerized Hydraulic Model of both the Water and Wastewater systems to ensure that adequate capacities are met for system growth and TCEQ regulations.

  • Design and plan for the records retention of existing Water and Wastewater infrastructure and constructed CIP projects.

  • Oversee operations and maintenance of Garland's drinking water pump stations, water storage facilities and elevated water towers, and Garland's wastewater lift stations, as well as make assessments regarding capital improvement to these facilities and their design, procurement, and construction.

  • Manage Engineering projects and heavy construction management. Negotiate project contracts for the department.

  • Oversee the design, procurement, and construction of capital improvement for Rowlett Creek and Duck Creek Regional Wastewater Treatment Plants.

  • Manage and monitor work performance by directing staff, including making final decisions on hiring, disciplinary action, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments as needed.

  • Develop the department's capital improvement project budget.

  • Represents Garland Water Utilities with neighboring cities and the North Texas Municipal Water District in connection with intergovernmental issues and to discuss ongoing operational challenges.

Minimum Qualifications

  • Four-year college degree in Civil Engineering or related field of study

  • 7+ years related public works experience

  • 4 years management experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Bachelor's Degree in Civil Engineering or related field of study

  • 6-8 years experience in public works design of water and sewer structures or related construction experience

  • Experience in Water/Wastewater administration

  • Professional Engineer (PE) License

  • TCEQ Class B Water License

  • TCEQ Class III Wastewater Collections License

Knowledge, Skills & Abilities:

  • Extensive knowledge of state, local and federal environmental quality regulations

  • Extensive knowledge of TCEQ regulations

  • Extensive knowledge of municipal utility operations

  • Extensive knowledge of Infrastructure Design and Construction Management

  • Proficient skill in project management

  • Proficient skill in setting and meeting assigned deadlines

  • Proficient skill in Microsoft Office (Word, Excel, PowerPoint, Outlook)

  • Ability to direct the work of others

  • Ability to communicate effectively in writing and verbally

Licenses and Certifications

Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards. Occasional outside work.
